SOCIAL PREVENTIVE AND COMPULSORY ISOLATION: Implementation and complementary norms Context: Health Emergency.

Within the framework of the CODIV-19 Pandemic, we consider it vital to continue updating about the important regulation that has been implemented by our Government such as, for instance, the following:
1. NATIONAL GOVERNMENT
I. NATIONAL DIRECTION OF MIGRATION
Disposition 1771/2020. Ministry of Health. Obligation of use for every person that enters the country.
The National Direction of Migration published on March 26th, 2020, the Disposition N° 1771/2020. This norm established that those who enter the country are obligated to install and use the mobile application called “COVID 19- Ministry of Health” for at least 14 days since they date of the entrance. The app can be found in https://argentina.gob.ar/coronavirus/app.
Also, the provision deals with special cases such as children or people with disabilities that cannot download the app by themselves or technical difficulties that the app may present. For the first situation, the parents or those in charge of them are the responsible of the operation. Regarding the second one, if by the time they reached the country the app does not work, an additional term of 12 hours is granted.
II. NATIONAL COMUNICATION ENTITY
Resolution 304/2020
Through Resolution N° 304/2020 published on March 26th 2020, the National Communication Entity informed that during the implementation of the “Social and Preventive Mandatory Isolation” post services like (i) control charts, (ii) with signature in the form, (iii) control charts with notice of comeback, (iv) express letters, (v) letter with acknowledgement of receipt, (vi) letters certificated by notary, (vii) packages, (viii) postal parcels, (ix) credit cards, (x) door to door services, (xi) telegrams and (xii) document charters, may be delivered without holographic signature of the recipient or the person that is in the matching address.
The providers of postal services must explain all the requirements that the norm states.
III. SUPREME COURT OF JUSTICE
Acordada 6/2020
Based on the Health Emergency and the Decree 297/2020, the Supreme Court of Justice dispossess an extraordinary judicial recess, from March 20th, 2020 till March 31st, 2020, for all federal and national tribunals and other dependencies that integrate the Judicial Power.

2. AUTONOMOUS CITY OF BUENOS AIRES
I. PERMISION TO MOVE FREELY
Considering that the Decree 297/2020 established some exceptions to the isolation, the Autonomous City of Buenos Aires via Decree Nº 163/20 informed that, inside its jurisdiction, those who need to certify that they fit into the waivers must present an affidavit. This document will allow them to justify the free movement. Notwithstanding the affidavit, if it Is the case employers must give the proper certification to the workers.
All things considered, anybody who requires this authorization must create it through the web site of the City Government:
https://permisos.seguridadciudad.gob.ar/Solicitud/Default.aspx.
II. PROCEDURES
As a consequence of the health emergency, modality of distance procedures for costumers services had to be implemented. Also, in order to prevent people from commuting and spreading the infection, deadlines have been extended.
The web site (https://www.buenosaires.gob.ar/coronavirus/nueva-modalidad-de-atencion-al-publico-ante-la-emergencia-sanitaria detailed everything related to the extensions and new modalities for each procedure.
3. BUENOS AIRES PROVINCE
I. PERMIT TO MOVE FREELY
The Province of Buenos Aires has implemented a special authorizations system to use in exceptional cases such as assistance of old people, people with disabilities or children, among other force majeure situations.
This special permit to move freely are to be used in the Provinces jurisdiction and are valid for 24 hours. The one interested in obtaining it must generate it online on the Provinces Government web site: https://permisostransito.mseg.gba.gov.ar/
II. PROCEDURE
Likewise, the Autonomous City, the Government of the Province of Buenos Aires, decided to apply the use of virtual and long-distance communication and work channels and to extend some deadlines as well.
